Public art - I'm not a rubbish bin, I'm an exhibition

Social background:
When I last went to Sham Shui Po, I discovered a severe problem of abandoning garbage on the street illegally, especially the corrugated paper boxes abandoned next to the Heritage stalls. And later on, people thought these are garbage bin and litter their garbage spontaneously. However, after getting to know the truth behind it, it was to help the neighbourhood recycle and sell the paper box quickly. After on, I went to ask the elderly who was the victim affected by the garbages, and she felt very disgusted with the garbage. 

Social issue:
The public constructed the theory of poverty in Sham Shui Po, and the most indeed were the second-hand donations, such as clothing, electrical appliance, and food waste... People will first associate with Sham Shui Po.

What I think, as these are all illustration that the public exaggeratedly gave image and tags. That's why the citizens spontaneously donate their waste to the residents there but are they happy and willing to receive it? Does poverty refer to disabled people without self-care ability? Is it inevitable for these people to accept all the second-hands donated by the public? 

Are these second-hand "Donators" were here to solve their waste or want to help the poverty?
